The electronic forms of US Savings Bonds are issued by TreasuryDirect, which is an online services provider under the U.S. Department of Treasury. These are basically non-marketable securities and usually are not traded in the secondary market. For US Savings Bonds, coupon rates are not applicable. Interest is paid to the bondholders on a compounded interest basis. It is not compulsory to inform the earnings received from US Savings Bonds to the IRS or Internal Revenue Service unless they are redeemed in full. Simply due to this reason, US Savings Bonds are considered as a form of tax-deferred investments.
